English Language Learners (ELL) are automatically identified as Title I (if they are not already receiving other services) and, among other supports, are generally placed in System 44 or Read 180 as is appropriate to the student. Once they pass the ACCESS*, and if they are at grade-level reading, they may not be placed in an extension class, but will be watched closely for up to four years.
