Multi-Tiered System of Support (MTSS)

Big Horn County School District has embraced a MTSS Framework to best ensure high levels of learning for all students. The framework is built on the foundational belief that all students must be provided opportunity to learn essential grade level standards.  In order for this to happen, the district has defined a complex system to meet needs of those students who struggle to meet grade level standards and those that exceed grade level standards.

Instructional Responsibility: The diamond is made up of two pieces color coded to answer the question, "Who is responsible to plan and implement the curriculum?"

  • Green: Represents the responsibility of the teacher/teacher teams
  • Red: Represents the responsibility of the school
 
Levels of Instruction/Intervention: 
  • Tier 1 Core Curriculum: The core curriculum is focused on the instruction and assessment of the essential learnings for each grade level/course.
  • Tier 2
    • Tier 2 (to the left): Supplemental support for those students who have not yet demonstrated learning
    • Tier 2 (to the right): Extensions of the core curriculum for those students who have demonstrated knowledge
  • Tier 3
    • Tier 3 (to the left): Intensive support for those students who are well below grade level understanding. This support is provided as a school structure to remediate areas of significant need.
    • Tier 3 (to the right): Extensions beyond the core curriculum. This is provided for identified gifted students in either a classroom setting or pull-out setting.
 
Tier Transitions: The district assessment system is embedded into the framework at multiple points. At the top of the page is a universal screening process to determine early identification needs of students. In addition, the transition process points include other assessment to determine student performance levels and instructional needs.
