District Report Card
The District Report Card to the Community is based on results from the WY-TOPP state assessment and is our way of sharing information regarding our students and staff with the community and with our stakeholders. Accountability is a major part of today's educational system. Accountability is the idea of holding schools, districts, educators, and students responsible for results. The results are measured through student performance on assessments. Big Horn County School District #2 adheres to accountability requirements defined by the Wyoming Accountability system.
State accountability is defined through the Wyoming Accountability in Education Act (WAEA). Federal accountability is defined through the Every Student Succeeds Act (ESSA). This report card is designed to inform the public about our district through the "lens" of these accountability systems.

Accountability in education means reviewing how well school districts help students grow academically. At Big Horn #2 we adhere to the requirements defined by the Wyoming Accountability system which includes two components:
WAEA = Wyoming Accountability in Education Act
ESSA = Every Student Succeeds Act
- WAEA: The state accountability system is defined by the Wyoming Accountability in Education Act (WAEA)
- ESSA: The federal accountability system defined by the Every Student Succeeds Act (ESSA). Each state submits a plan to meet the requirements of ESSA which includes achievement, graduation rates, measurements for school success, and use of federal funds.
School Performance Report: In Wyoming, schools are annually assessed to determine which schools are doing well and which are in need of support. All schools receive an annual school performance report which is used to determine the quality of education received at Wyoming’s schools. Schools may fall into one of four performance levels based on their pattern of performance on various indicators: Exceeding Expectations, Meeting Expectations, Partially Meeting Expectations, or Not Meeting Expectations. Any schools that are rated as Partially Meeting or Not Meeting Expectations must submit a school improvement plan which addresses areas that need improvement. The following shows the overall performance levels for the past several years.
In the 2019-20 and 2020-21 school years, Wyoming received a waiver from USED, holding constant all ESSA School Performance Levels from the 2018-19 school year. No formal accountability determinations were made due to impact of the Coronavirus pandemic. Wyoming schools did not receive a School Performance Rating for the 2019-20 school year and the performance levels for the 2018-19 school year were carried over to the 2019-2020 school year.- Lovell High School Accountability Report 24-25

The Wyoming Department of Education has provided the Wyoming State Report Card, which gives both state, district, and school level information. Once in the Report Card, you can choose the year from a drop-down menu in the upper right-hand corner.

To access the ESSA report card for BGH2, click on the above link. When inside the Wyoming Measures Up website, use the "My District" dropdown menu to select Big Horn County School District #2, then click "View District."
To access the ESSA report card for a specific school, click on the above link. When inside the Wyoming Measures Up website, use the "My District" dropdown menu to select Big Horn County School District #2, then select the school you wish to view from the "My School" dropdown menu. Finally, click "View School."
